Tona’s Flame is located in the Stadium of the Sacred Flame, and all you need to do is walk near it to unlock it. Other than that, finishingChapter 5 Act 1 of Natlan’s Archon quest also automatically creates a teleport point for it on the map.

To reach Tona’s Flame, head to the Teleport Point just outside the Stadium of Sacred Flames. From there, walk through the main gate to enter the main stadium space.
