It’s one of a few tutorial shrines
Fuse is probably the ability folks are going to forget to use the most in Zelda: Tears of the Kingdom, but it makes your life a lot easier. The gist is that Fusion can be used to power up weapons and shields, while buffing arrows to give them elemental or otherwise useful qualities. Here’s how to unlock it, and how to solve the In-Isa Shrine.
You’ll unlock the Fuse ability at the In-Isa Shrine
Compared to the first Ultrahand puzzle, the In-Isa Shrine is a piece of cake. It’s essentially trying to teach you the value of buffing up weapons: and the first lesson is mixing a stick with a rock, which gains the ability to smash up columns. To fuse something, equip the weapon you want fused, then select the Fuse power. Highlight the item you want to fuse, then press Y to fuse it to your weapon, and ZL to fuse it to your shield.
The next lesson is fusing fire food with arrows, which lets you shoot vines on the wall to burn them down. To fuse items to arrows, get out your bow (press RT), then press the up arrow on the d-pad. Select the fire food provided in the shrine and let go of the d-pad to queue it up. Let the arrow rip into the vines and watch them burn.
Grab the key and enter the door to finish this brief shrine.
After completing the shrine you will get a Light of Blessing: which can be turned into statues to acquire more health or stamina. These function just like Spirit Orbs in Breath of the Wild, in that they require four for each upgrade.
